Add a New Repo

Steps

1. Create new repo
   • unless otherwise noted, AGPLV3 License
   • unless otherwise noted, public repo
   • unless otherwise noted, code should use
     • yarn
     • typescript (version 4.7.4)
2. Give ext.github.teams.engineering (Private) permission (usually Maintain)
3. Add repo to Cla Bot (Private)
   • link repo, select CLA.md as CLA to use
